Why we can’t afford to leave people out of public decision-making.

Public decisions shape people’s lives. Participatory governance is the idea that the people most affected by those decisions should have a meaningful role in making them—not just during election cycles, but in the day-to-day workings of public systems.

This isn’t just a civic ideal. It’s a practical approach to better outcomes.


A history we can build from

Participatory governance is not new. From Indigenous councils to ancient citizen assemblies, communities have long developed ways to share power. In the 20th century, practices like participatory budgeting and neighborhood councils took root as ways to involve people more directly in shaping government programs and spending.

These traditions laid the groundwork for today’s innovations—from digital feedback platforms to community-led policy design efforts.

What it looks like now

Participatory governance can take many forms. Some recent examples include:

  • Community-designed bus routes based on riders’ lived transit experiences.

  • Tenant councils that co-create housing maintenance and safety policies.

  • Youth-led commissions influencing education budgets and priorities.

  • Tribal consultation processes that shape land and environmental policies.

What they all have in common is that power is shared, not just opinions.

Why it matters

When governance is participatory, people see their needs reflected more directly in services and systems. Participation improves:

  • Trust in institutions

  • Legitimacy of public decisions

  • Relevance and equity in outcomes

And it works. Research shows that participatory governance can improve both policy effectiveness and civic cohesion. In Brazil, municipalities that adopted participatory budgeting saw lower infant mortality rates. In the U.S., youth participatory budgeting programs have increased civic knowledge and engagement among students. And across contexts, shared power leads to more targeted and durable public outcomes.

But participation requires care and commitment. When done poorly—or symbolically—it can erode trust rather than build it. Communities already underserved are especially vulnerable to the harms of tokenization or extractive engagement.

Participation is not a gesture. It's governance done right.
