Trust is the new infrastructure

What every mayor should prioritize now


When we talk about infrastructure, most city leaders picture roads, water systems, and broadband. And they should—those are critical building blocks of daily life. But beneath them is something just as vital: public trust.

Trust is what allows cities to govern effectively. It’s the invisible infrastructure that holds programs together, enables participation, and makes hard decisions possible. And when trust breaks down, everything else cracks with it.

Yet in city after city, we see mayors asked to do more—with fewer resources and higher public scrutiny. Misinformation spreads faster than updates. Community meetings are sparsely attended or deeply polarized. And staff face burnout trying to implement programs that communities don’t believe in.

Here’s the truth: It’s not enough to launch new programs. We have to launch them with legitimacy.

What breaks public trust in city government?

Across cities, we see these common missteps:

  1. Cities obscure what’s happening.
    They delay updates, bury reports, or use bureaucratic language that confuses rather than informs—especially during change or crisis. The result? Rumors and mistrust.

  2. They treat engagement as a formality.
    Cities invite community input but fail to show how it shapes decisions. When people don’t see the impact of their voice, they disengage—or push back.

  3. They design services without real people in mind.
    Cities overlook language barriers, digital access, and the time constraints of working-class residents. That disconnect pushes communities further away.

What mayors can do

We know you’re juggling competing priorities. But here are three high-leverage actions any city leader can take today:

  • Make clarity a priority.
    Regular, transparent updates—especially during change—go further than polished messaging. People don’t expect perfection. They expect honesty.

  • Design participation, don’t just request it.
    Engagement should be part of your delivery process, not a checkbox. Consider co-creation sessions, community liaisons, and feedback loops with power.

  • Audit for trust before you launch.
    Before any public initiative goes live, ask: Will people feel seen? Will this improve or erode trust? A short pause now prevents long-term backlash.
